Peter A. Dey was born in New York state in 1825. He graduated from college and studied law before becoming a civil engineer specializing in transportation, railway construction and bridges. He worked for a number of railroads, including the Chicago, Rock Island and Pacific, and the Union Pacific. In 1864 Dey left railroading to be a banker in Iowa City.
